Wash. Rev. Code § 18.83A.090
(1) The compact states hereby create and establish a joint public agency known as the psychology interjurisdictional compact commission.

(a) The commission shall consist of one voting representative appointed by each compact state who shall serve as that state's commissioner. The state psychology regulatory authority must appoint its delegate who may act on behalf of the compact state and be limited to:
