1. A. The director may authorize an official committee or public body as authorized to develop, adopt, and promulgate the solid waste management plan.

2. B. Prospective solid waste planning units shall have:

   1. 1. Demonstrated ability to plan, manage, or operate solid waste management and recycling services; or
   2. 2. Completed planning that resulted in successful implementation of solid waste management and recycling facilities or services.

3. C. An entity designated as responsible for developing a solid waste management plan shall:

   1. 1. Be an organization that represents the executive boards of jurisdictions within the solid waste planning unit;
   2. 2. Have planning authority for the regional area;
   3. 3. Be capable of readily starting the plan development work tasks;
   4. 4. Have an established methodology for resolving conflicts, making planning decisions, and providing public participation in the development of the plan;
   5. 5. Have experience in environmental planning and have a staff experienced in the work tasks involved in such planning;
   6. 6. Have established a methodology and authority sufficient to implement the plan once it is complete and approved; and
   7. 7. Have access to informational resources within the region.
