1. A. Section 56-579 of the Act requires RTE policies that are not unduly discriminatory and that are consistent with the orderly development of competition in the Commonwealth.

2. B. Accordingly, RTEs shall:

   1. 1. Be governed independent of competitive interests;
   2. 2. Allow their decision-makers full discretion and appropriate incentives to achieve all the policies of this chapter; and
   3. 3. Provide for advisory boards with equitable stakeholder representation.
