1. 1. Provide minimum qualifications for private review agents operating in this Commonwealth;
2. 2. Provide guidelines for the protection of consumers regarding the confidentiality of medical records; and
3. 3. Promote the delivery of quality health care in a cost effective manner.

The purpose of this chapter is to implement Article 2.1 (§ 32.1-138.6 et seq.) of the Code of Virginia with respect to private review agents.
