1. A. The provider shall maintain a written agreement with residential home sponsors. Sponsors are persons who provide the home where the service is located and are directly responsible for the provision of services. The agreement shall include the:

   1. 1. Provider's responsibilities;
   2. 2. Sponsor's responsibilities;
   3. 3. Scope of services;
   4. 4. Supervision;
   5. 5. Compensation;
   6. 6. Training; and
   7. 7. Reporting requirements and procedures.
2. B. The agreement shall be available for inspection by the licensing specialist and shall include a provision for granting the right of entry to state licensing specialists or human rights advocates to conduct inspections.
