1. A. By January 1, 2028, the Commission shall establish and administer a paid family and medical leave insurance program. By April 1, 2028, the Commission shall begin collecting contributions as provided in this chapter. By December 1, 2028, the Commission shall begin receiving claims and paying family and medical leave benefits to covered individuals.
2. B. Information contained in the files and records relating to a claimant under this chapter are confidential and not open to public inspection other than to public employees in the performance of their official duties. However, such claimant or an authorized representative of such claimant may review such files and records or receive specific information from such records upon the presentation of such claimant's signed authorization.
3. C. The Department of Human Resource Management shall modify its policies to ensure that its policies relating to family and medical leave for employees of the Commonwealth, including parental leave under § 2.2-1210, provide employees of the Commonwealth with leave benefits equal to or greater than the leave benefits provided to a covered individual under the paid family and medical leave insurance program pursuant to this chapter, including as described in subdivision A 1 of § 60.2-816.
