If the State Board has not received the abstracts of votes from any county or city within 10 days after any election, it shall dispatch a law-enforcement officer to obtain a certified copy of the abstract from an official having charge thereof. That official shall immediately, on demand of the officer, make out and deliver to him the copy required, and the officer shall deliver the abstract to the State Board without delay. Upon receipt of such abstracts, the State Board shall proceed with its duties under § 24.2-679.
