Every unlicensed, unregistered home-based child care provider shall provide written notice to the parents of every child receiving care, at the time the home-based child care provider begins providing care for the child, stating that the home-based child care is not regulated by the Department and referring parents to a website maintained by the Department for additional information regarding licensed, registered, and unlicensed, unregistered home-based child care. The provisions of this section shall not apply to unlicensed, unregistered home-based child care in which all of the children receiving care are related to the provider by blood or marriage.
