1. (1) There is created within the division the Community Library Enhancement Fund Grant Program, consisting of grants to be distributed to certified public libraries within the state for:

   1. (a) collection development;
   2. (b) patron-facing technology;
   3. (c) programming;
   4. (d) compliance with the Americans with Disabilities Act of 1990, 42 U.S.C. 12101 et seq.; and
   5. (e) minor capital projects.

2. (2) The division shall:

   1. (a) establish a formula-based grant application process that includes the following data points:

      1. (i) service area;
      2. (ii) population served;
      3. (iii) local operating expenditures;
      4. (iv) median household income; and
      5. (v) state certification status;
   2. (b) assign and distribute funding based on the established criteria described in Subsection (2)(a); and
   3. (c) gather metrics to analyze grant effectiveness and impact.
