1. (1) establishing standards and processes for determining whether a website contains a substantial portion of material harmful to minors, including methodologies for calculating the percentage of material harmful to minors on a website; and

2. (2) establishing reasonable age verification standards that commercial entities may meet to comply with Section 78B-3-1002, including standards for:

   1. (a) third-party age verification services;
   2. (b) protecting user privacy and data security;
   3. (c) verifying the reliability and accuracy of age verification methods; and
   4. (d) retaining, protecting, and securely disposing of any information obtained as a result of age verification.
