Notwithstanding Title 78B, Chapter 3a, Venue for Civil Actions, or any other provision of law, a person may bring an action or proceeding under this chapter in the judicial district in which:

1. (1) the property is seized;
2. (2) any part of the property is found; or
3. (3) a civil or criminal action could be maintained against a claimant for the offense subjecting the property to forfeiture under this chapter.
