1. (1) The commissioner shall appoint a director to carry out the provisions of this chapter.

2. (2) The director shall:

   1. (a) be an experienced administrator with a background in at least one of the following fields:

      1. (i) social work;
      2. (ii) psychology;
      3. (iii) criminal justice;
      4. (iv) law; or
      5. (v) another field related to the fields described in Subsections (2)(a)(i) through (iv);
   2. (b) demonstrate an understanding of the needs of crime victims and of services to victims; and
   3. (c) devote the director's time and capacity to the director's duties.
