(1) The board may lease agricultural water:
- (a) only to benefit the Great Salt Lake; and
- (b) if for a full irrigation season, no more than two years out of a five-year period on the same agricultural field.
- (2) Once a lease is approved by the board under the program, the agricultural user awarded the lease shall obtain approval of a water right application in accordance with this title.
