The division shall:

1. (1) identify the uses and calculate the economic benefits and costs of the developed water; and

2. (2) allocate project costs according to the following purposes:

   1. (a) municipal and industrial;
   2. (b) agricultural;
   3. (c) hydropower;
   4. (d) recreation;
   5. (e) fish and wildlife; and
   6. (f) flood control.
