1. (1)

   1. (a) The council shall identify how different agencies may work together to assist the following in coordinating growth and conservation planning related to water:

      1. (i) municipalities, as defined in Section 10-1-104;
      2. (ii) counties;
      3. (iii) water conservancy districts, as defined in Section 17B-1-102; and
      4. (iv) public water systems, as defined in Section 19-4-102.
   2. (b) To comply with Subsection (1)(a), the council shall consider Sections 10-20-404, 17-79-403, 19-4-114, and 73-10-32.

2. (2) The council shall identify incentives that are most effective to help the entities described in Subsection (1) to, where feasible:

   1. (a) develop and implement conservation plans; and
   2. (b) regionalize water systems.
