1. (1) This chapter establishes the Utah Communications Authority as an independent state agency.

2. (2) The Utah Communications Authority shall:

   1. (a) provide administrative and financial support for statewide 911 emergency services; and
   2. (b) establish and maintain a statewide public safety communications network for all state, city, county, and local governmental entities.
