1. (1) "Incarcerated individual" means an individual who is confined in a prison, jail, or other correctional facility.

2. (2)

   1. (a) "State government" means:

      1. (i) a branch of state government;
      2. (ii) a department, agency, or other entity of state government;
      3. (iii) an independent entity, as defined in Section 63E-1-102; or
      4. (iv) an official or employee of an entity described in Subsections (2)(a)(i) through (iii).
   2. (b) "State government" does not include local government, as defined in Section 11-73-101.
