Each state agency or political subdivision that provides any training or certification that any state agency or political subdivision requires a public employee or public official to complete shall present the training or make the training available in an online web-based format, which may include a live webinar, unless:

1. (1) the training or certification:

   1. (a) includes a physical or interactive component that, in the reasonable determination of the agency or political subdivision, the attendee can only complete in person; or
   2. (b) takes place over consecutive full-day sessions; or
2. (2) no required attendee will travel more than 50 miles from the attendee's primary residence or place of employment, whichever is closer to the training site, to attend the training.
