Utah Code Ann. § 63G-1-901
This section takes effect on the first Sunday of November following the day on which both of the following have occurred. (1) Legislation, enacted by Congress, goes into effect to authorize states to observe daylight saving time year-round. (2) At least four western states, other than Utah, pass legislation to place all or a portion of those states on year-round daylight saving time, regardless of the time zone.
