As used in this chapter:

1. (1) "Adjusted sub-county population estimate" means:

   1. (a) a municipality's or an unincorporated area's population estimate from the United States Bureau of the Census; multiplied by
   2. (b) the corresponding Utah Population Committee county raking factor.
2. (2) "Committee" means the Utah Population Committee created by this chapter.

3. (3) "Utah Population Committee county raking factor" means:

   1. (a) a county's population estimate from the Committee; divided by
   2. (b) the county's population estimate from the United States Bureau of the Census.
