1. (1) A program document may:

   1. (a) incorporate written and graphic materials; and

   2. (b) include:

      1. (i) an executive summary;
      2. (ii) documentation of the methodology used to develop the programming;
      3. (iii) value and goal statements;
      4. (iv) relevant facts upon which the programming was based;
      5. (v) conclusions derived from data analysis;
      6. (vi) relationship diagrams;
      7. (vii) flow diagrams;
      8. (viii) matrices identifying space allocations and relationships;
      9. (ix) space listings by function and size; and
      10. (x) space program sheets, including standard requirements and special HVAC, plumbing, power, lighting, acoustical, furnishings, equipment, or security needs.

2. (2) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the director may make rules:

   1. (a) establishing the types of projects for which programming and a program document are required;
   2. (b) establishing the scope of programming required for defined categories of projects;
   3. (c) establishing the circumstances under which an agency must obtain authorization from the director to engage in programming;
   4. (d) governing the funding of programming;
   5. (e) relating to the administration of programming; and
   6. (f) regarding any restrictions that may be imposed on a person involved in programming from participating in the preparation of construction documents for a project that is the subject of the programming.
