The Office of the Attorney General shall:

1. (1) provide to the office all legal services and advice related to the collection of accounts receivable:

   1. (a) owed to the state; or
   2. (b) for which the office has collection responsibilities; and

2. (2) establish policies governing:

   1. (a) legal matters involving accounts receivable; and
   2. (b) litigation of past-due accounts receivable.
