1. (1) generation resources;
2. (2) distribution system upgrades;

3. (3) to the extent permitted by federal law, and, as applicable, approved by the Federal Energy Regulatory Commission:

   1. (a) transmission system improvements, including network upgrades; and
   2. (b) interconnection facilities;
4. (4) transmission service; and
5. (5) other necessary infrastructure.
