Utah Code Ann. § 53H-3-1304

Research university -- Duty to research.

(1) As used in this section, "research university" means the University of Utah or Utah State University.
(2) The conduct of research by a research university is, for purposes of Section 20A-2-605, an official duty imposed by law on the research university.
