Notwithstanding Section 52-1-2, except as otherwise provided in this title, an individual whom one of the following appoints or employs is not required to take an official oath of office:

1. (1) the board;
2. (2) the commissioner;
3. (3) an institution;
4. (4) an institution board of trustees; or
5. (5) the president of an institution.
