1. (1) The Utah system of higher education consists of the following:

   1. (a) degree-granting institutions, which are:

      1. (i) the University of Utah;
      2. (ii) Utah State University;
      3. (iii) Weber State University;
      4. (iv) Southern Utah University;
      5. (v) Snow College;
      6. (vi) Utah Tech University;
      7. (vii) Utah Valley University; and
      8. (viii) Salt Lake Community College;

   2. (b) technical colleges, which are:

      1. (i) Bridgerland Technical College;
      2. (ii) Davis Technical College;
      3. (iii) Dixie Technical College;
      4. (iv) Mountainland Technical College;
      5. (v) Ogden-Weber Technical College;
      6. (vi) Southwest Technical College;
      7. (vii) Tooele Technical College; and
      8. (viii) Uintah Basin Technical College;
   3. (c) the Utah Board of Higher Education; and
   4. (d) other public post-high school educational institutions as the Legislature may designate.
2. (2) A change in the name of an institution within the Utah system of higher education is not a change in the role or mission of the institution, unless otherwise authorized by the board.
3. (3) It is not the intent of the Legislature to increase the number of research universities in the state beyond the University of Utah and Utah State University.
4. (4) An institution or board described in Subsection (1) is empowered to sue and be sued and to contract and be contracted with.
