1. (1) The bureau shall establish by rule:

   1. (a) trauma center designation requirements; and
   2. (b) model state guidelines for triage, treatment, transportation, and transfer of trauma patients to the most appropriate health care facility.

2. (2) The bureau shall designate as a trauma center each hospital that:

   1. (a) voluntarily requests a trauma center designation; and
   2. (b) meets the applicable requirements established pursuant to Subsection (1).
