1. (1) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the department shall make rules for the administration and enforcement of this chapter.

2. (2) The rules described in Subsection (1) shall include standards for a registered kratom product, including standards for:

   1. (a) testing to ensure the product is safe for human consumption;
   2. (b) accurate labeling; and
   3. (c) any other issue the department considers necessary.
