1. (1) A person may produce an industrial hemp product if the person has registered with the department as an industrial hemp producer.

2. (2) A person seeking to register under Subsection (1) shall provide to the department:

   1. (a) the name of the person that is seeking to produce an industrial hemp product;
   2. (b) the address of each location where the industrial hemp product will be manufactured; and

   3. (c) written consent allowing a representative of the department to enter any premise where the person is manufacturing industrial hemp product for:

      1. (i) conducting a physical inspection; or
      2. (ii) ensuring compliance with the requirements of this chapter.
3. (3) An industrial hemp product or byproduct may not be used for production of a cannabinoid product.
