The department may:

1. (1) enter into a cooperative agreement with a political subdivision, a state agency, a federal agency, a tribe, a county weed board, a cooperative weed management area, a nonprofit organization, a university, or a private landowner to:

   1. (a) rehabilitate or treat an area infested with, or threatened by, an invasive species; or
   2. (b) conduct research related to invasive species; and
2. (2) in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, make rules to award grants and administer this section.
