In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the commissioner may make rules:

1. (1) establishing minimum standards for limited long-term care insurance;
2. (2) prescribing the content and a standard format, including style, arrangement, and overall appearance of an outline of coverage; and
3. (3) establishing loss-ratio standards for individual limited long-term care insurance policies.
