1. (1) The provisions of this part are:

   1. (a) not exclusive, and the remedies provided for in this part are in addition to any other remedies provided for under:

      1. (i) any other applicable law; or
      2. (ii) common law; and

   2. (b) to be liberally construed and applied to:

      1. (i) effectuate the chapter's remedial and deterrent purposes; and
      2. (ii) serve the public interest.

2. (2) If any provision of this part or the application of this part to any person or circumstance is held unconstitutional:

   1. (a) the remaining provisions of this part are not affected; and
   2. (b) the application of this part to other persons or circumstances are not affected.
