Except as prescribed by this title or rules of the Wildlife Board made in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, a person may not seine:

1. (1) for any kind of protected aquatic wildlife in the waters of this state; or
2. (2) to sell protected aquatic wildlife.
