1. (1) The commission shall be responsible for:

   1. (a) implementing this part; and

   2. (b) making all necessary rules:

      1. (i) not in conflict with this part; and
      2. (ii) as may be necessary to implement this part.

2. (2) The commission shall make a rule for an activity within the purpose and spirit of this part that:

   1. (a) the commission deems necessary and proper; and
   2. (b) is not specifically provided by this part.
