1. (1) "Compensation" means:

   1. (a) salary, including salary paid under a contract;
   2. (b) a budgeted bonus or budgeted incentive pay;
   3. (c) a vehicle allowance; and
   4. (d) deferred salary.
2. (2) "Compensation increase" means an increase in any item of compensation listed in Subsection (1).
3. (3) "County office" means an office enumerated in Section 17-66-102 that is required to be filled by an election.
4. (4) "County officer" means an elected official enumerated in Section 17-66-102.

5. (5) "Finance officer" means:

   1. (a) the county auditor; or
   2. (b) if the county council has delegated accounting services under Section 17-69-401, the person selected by the county council to provide accounting services to the county.

6. (6) "Governing body" means, respectively:

   1. (a) a county commission;
   2. (b) a county council and county executive; or
   3. (c) a county council and county manager.
7. (7) "Legislative body" means the same as that term is defined in Section 17-64-101.
