The legislative body of each county shall adopt an ordinance or resolution that establishes fees for services provided by each county officer, except:

1. (1) fees for the recorder described in Chapter 71, County Recorder;
2. (2) fees for the county sheriff described in Chapter 72, County Sheriff;
3. (3) fees for county constables described in Chapter 78, Part 6, Constables; and
4. (4) fees established by statute.
