(1) A county governing body may reduce a budget appropriation for any department for any purpose other than to transfer funds to another department by resolution, if:
- (a) five days' notice of the proposed reduction is given to all members of the governing body and to the director of the affected department; and
- (b) the director of the affected department is permitted to be heard on the proposed reduction.
- (2) The notice requirements of Subsection (1) may be waived in writing by the affected department or by any member of the governing body.
