1. (1) "Incarcerated individual" means an individual who is confined in a prison, jail, or other correctional facility.

2. (2) "Local government" means a political subdivision of the state, including:

   1. (a) a county, city, town, school district, special district, or special service district;
   2. (b) an agency or office of a political subdivision of the state; or

   3. (c) an official or employee of:

      1. (i) a political subdivision of the state; or
      2. (ii) an entity described in Subsection (2)(a) or (b).
