Utah Code Ann. § 10-20-607 – Termination of a billboard and associated rights.

(1) A municipality may only require termination of a billboard and associated rights through:
1. (a) gift;
2. (b) purchase;
3. (c) agreement;
4. (d) exchange; or
5. (e) eminent domain.
(2) A termination under Subsection (1)(a), (b), (c), or (d) requires the voluntary consent of the billboard owner.
(3) A termination under Subsection (1)(e) requires the municipality to:
1. (a) acquire the billboard and associated rights through eminent domain, in accordance with Title 78B, Chapter 6, Part 5, Eminent Domain, except as provided in Subsections 10-20-608(2)(f) and (h); and
2. (b) after acquiring the rights under Subsection (3)(a), terminate the billboard and associated rights.
