1. (1) SCSO shall allocate funding based on a competitive grant application process. SCSO will publicly post a request for proposals.
2. (2) Each application is reviewed and scored by committee.
3. (3) Scoring priorities may be identified by SCSO and, if identified, will be included in the publicly posted request for proposals.
4. (4) At its discretion SCSO shall conduct, or cause to be conducted, a needs assessment for use in identifying the level of need across the state and in identifying possible funding priorities.
5. (5) Each Qualified Agency shall cooperate with a request for information, inspection, or other review of the Qualified Agency's activities made in conjunction with developing a statewide needs assessment.
