1. (1) Individualized career services are available to adults who:

   1. (a) are unemployed and are determined by the Department to be in need of more individualized career services to obtain employment; or
   2. (b) are employed and are determined by the Department to be in need of more individualized career services to obtain employment which leads to self-sufficiency, which for the WIOA Adult program is defined as 100% of the Lower Living Standard Income Level (LLSIL) for the specified family size.

2. (2) Individualized career services are available to dislocated workers who are:

   1. (a) unemployed and are determined by the Department to be in need of more individualized career services to obtain employment; or
   2. (b) employed and are determined by the Department to be in need of more individualized career services to obtain employment which leads to self-sufficiency, which for the WIOA Dislocated Worker program is defined as 80% of the client's layoff wage.
