1. (1) Sections 72-2-117(6)(f) and 72-2-117(9)(a) authorize the Utah Transportation Commission to establish this rule. The purpose of this rule is to establish procedures for:

   1. (a) the Utah Department of Transportation to apply for fund money;
   2. (b) the Utah Transportation Commission to award fund money;
   3. (c) repayment conditions; and
   4. (d) creating a corridor preservation advisory council.
