1. (1) The following elements of the department's operation are eligible for sponsorship:

   1. (a) roadside facilities, physical facilities directly adjacent to highway infrastructure including:

      1. (i) rest areas;
      2. (ii) welcome centers;
      3. (iii) view areas;
      4. (iv) scenic overlooks;
      5. (v) ports of entry;
      6. (vi) chain-up areas; and
      7. (vii) runaway truck ramps;
   2. (b) litter control;

   3. (c) safety programs, including:

      1. (i) Zero Fatalities;
      2. (ii) Student Neighborhood Access Program;
      3. (iii) bicycle safety;
      4. (iv) truck safety; and
      5. (v) shared use paths; and
   4. (d) other programs that positively impact traffic operations and maintenance.
