1. (1) The division may transfer permits from one vehicle to another up to two times per permit for a fee under the following conditions:

   1. (a) annual and semi-annual permits may be transferred to another unit within a company;
   2. (b) the customer has sold or purchased a vehicle;
   3. (c) lease changes from one company to another by providing evidence of permit ownership; or
   4. (d) the vehicle has become disabled.
2. (2) If a permit is transferred, the division shall issue a transfer permit that has the same expiration date as the original permit.

3. (3) The division may only revise the start date of a single-trip permit if:

   1. (a) the revision is made before the original start date of the permit; and

   2. (b) the need for the revision is due to:

      1. (i) mechanical issues with the vehicle or combination of vehicles that is on the permit; or
      2. (ii) a weather delay.
4. (4) The division may not revise an expired permit.
