1. (1) In accordance with Table 4, the division may issue an oversized permit for moving a divisible load with a vehicle or combination of vehicles exceeding the legal limits under the following conditions:

   1. (a) the height of the vehicles or load does not exceed 14 feet 6 inches;
   2. (b) the width of the vehicles or load does not exceed eight feet six inches;
   3. (c) in multiple trailer combinations, a lighter trailer may not be placed in front of a heavier trailer when the weight difference is greater than 4,000 pounds; and

   4. (d) drawbars exceeding 15 feet in length must:

      1. (i) be marked with retro-reflective tape on half of the entire length of the drawbar on both the left and right sides of the drawbar;

      2. (ii) have an amber light that is:

         1. (A) visible from both the right and left sides of the drawbar;
         2. (B) located near the center of the drawbar; and
         3. (C) operational at any time.

   5. (e) The division may not prohibit a towaway trailer transporter combination of less than 82 feet from traveling on the national network as defined by 23 C.F.R. 658.
