1. (1) Subject to available funds, the talent program shall accept proposals for TRU grants on a rolling basis.
2. (2) Proposals shall be submitted in a form and manner specified by the talent program.

3. (3) The talent board shall review and prioritize each proposal received and determine whether the proposal should be funded, using the following criteria:

   1. (i) the quality and completeness of the elements of the proposal described in Subsection 53H-13-310(3)(a);

      1. (ii) the quality of the optional elements of the proposal described in Subsection 53H-13-310(3)(b);
      2. (iii) to what extent the proposal would expand the capacity to meet state or regional workforce needs; and
      3. (iv) other relevant criteria as determined by the talent board.
