1. (1) "Board" means the Utah Board of Higher Education.
2. (2) "Cost of attendance" means the estimated costs associated with attending an institution, including costs payable to the institution for tuition and fees, other direct educational expenses, transportation, and living expenses while attending the institution.
3. (3) "FAFSA" means Free Application for Federal Student Aid.

4. (4) "Institution" means:

   1. (a) an institution of higher education listed in Section 53H-1-102; or
   2. (b) a Utah private, non-profit postsecondary educational institution that enters into an agreement with the Office of the Commissioner of Higher Education to participate in this program.
5. (5) "OCHE" means the Office of the Commissioner of Higher Education.
6. (6) "Promise grant" means a grant awarded under Section 53H-11-414 and administered under this rule.
7. (7) "Utah Promise Program" means the grant program established under Section 53H-11-414.
