1. (1) This rule governs data research requests made to the Utah Data Research Center established pursuant to Section 53H-15-302.

2. (2) The following definitions apply:

   1. (a) "Advisory board" means the Utah Data Research Advisory Board created in Section 53H-15-203.
   2. (b) "Board" means the Utah Board of Higher Education.
   3. (c) "Center" means the Utah Data Research Center created in Section 53H-15-202.
   4. (d) "Director" means the director of the Center.

   5. (e) "Primary requester" means one of the following:

      1. (i) a legislative committee or a legislative staff office;
      2. (ii) the governor or an executive branch agency;
      3. (iii) the State Board of Education; or
      4. (iv) the Utah Board of Higher Education.

   6. (f) "Ancillary requester" means one of the following:

      1. (i) a state government entity that is not a primary requester;
      2. (ii) a political subdivision of the state;
      3. (iii) a private entity; or
      4. (iv) a member of the public.
   7. (g) "Requester" means a person making a data research request.
