1. (1) This rule is adopted under:

   1. (a) Section 54-8b-10; and
   2. (b) Section 54-8b-15.

2. (2) This rule:

   1. (a) governs the methods, practices, and procedures by which:
   2. (b) the UUSF is created, maintained, and funded; and
   3. (c) funds are disbursed from the UUSF to qualifying access line providers.

3. (3) This rule is organized into the following Parts:

   3. (c) Part 300: UUSF Funding; and
   4. (d) Part 400: UUSF Distributions.
