1. A. Scope and Applicability--The following rules apply to the methods and conditions of service of water and sewer utilities, as defined in 54-2-1, operating within Utah.

2. B. Definitions--For purposes of these rules, the following terms shall bear the following meanings:

   1. 1. "Board" means the Utah Drinking Water Board.
   2. 2. "Commission" means the Public Service Commission of Utah.
   3. 3. "Utility" means a water or sewer corporation as defined in Section 54-2-1.
